VILLAGE ZONING ADMINISTRATOR JOB DESCRIPTION

Duties of Zoning Administrator (1 year Appointed Position with Salaried Status)
Duties are as presented in the Nashville Zoning Ordinance

ZONING ADMINISTRATOR JOB DUTIES (per section 17.02 of the zoning ordinance)
(a) It shall be the duty of the Zoning Administrator to administer and enforce the Zoning Ordinance in accordance with the provisions of the Construction Code and of this Ordinance.

(b) In the performance of his/her duties, the Zoning Administrator or employees properly authorized to represent him/her shall have the right to enter any building or premise for the purpose of investigation or inspection.

(c) No land shall be used or occupied and no structure shall be designed, erected, altered or used hereafter until a Zoning Permit shall have been issued by the Zoning Administrator. It shall be the duty of the Zoning Administrator to issue a Zoning Permit, provided he is satisfied that the building, structure or premises, and the proposed use thereof, conform with all the requirements of this Ordinance. A Zoning Permit issued by the Zoning Administrator shall be required prior to the issuance of any Building Permit.

(d) The Zoning Administrator shall also administer the provisions of PA 347, the Soil Erosion Act of 1972, in regards to any exchange of soil or earth that exceeds one acre or is within 500 feet of a lake or a river.

(e) The duties of the Zoning Administrator shall include without limitation, the investigation of ordinance and code violations; the preparation and service of notice of violations; the preparation and service of appearance tickets as authorized by law; the preparation and service of municipal civil infraction citations as authorized by law; appearance at hearings or in court to assist the prosecution of ordinance and code violations; and such other duties as are delegated by resolution of the Village Council from time to time.

COOPERATION WITH OTHER DEPARTMENTS (per section 17.03 of the zoning ordinance)
The Zoning Administrator shall furnish to the various departments, officers or employees vested with the duty or authority to issue permits or license such information as will insure proper administration of this Ordinance. It shall be the duty of said departments, officers and employees to cooperate with the Zoning Administrator in the performance of his duties. Any permit or license issued by said departments, officials and employees in conflict with the provisions of this Ordinance shall be null and void.

METHODS OF ENFORCEMENT (per section 17.04 of the zoning ordinance)
In case any building is or is proposed to be located, erected, constructed, reconstructed, enlarged, changed, maintained or used, or any land is, or proposed to be used in violation of this Ordinance or any amendment, the Zoning Administrator shall have the authority to implement the enforcement thereof by any of the following means:

(a) He/she may serve notice requiring the removal of any use in violation of this Ordinance upon the owner, agent or tenant of the building or land, or upon the architect, builder, contractor or other person who commits or assists in any such violation.

(b) He/she may call upon the Village Attorney for the Village to institute any necessary legal proceedings to enforce the provisions of this Ordinance, and the Village attorney is hereby authorized to institute appropriate actions to that end.

(c) He/she may call upon the local law enforcement officer or his deputies to assist in the enforcement of this Ordinance.

Work Elements

• Maintain scheduled office hours at the Village office of at least two (2) hours per month
(additional hours may be needed to fulfill duties of this position)
Office hours to be set up by mutual agreement between the Zoning Administrator and the Village Clerk upon appointment of the Zoning Administrator
• Make use of village office phone for long distance calls
• Make and receive local phone calls at home during non-office hours
• Visit property sites as needed to complete permit application process
• Complete permit responses in a timely manner
• Report to council on a quarterly basis during a regularly scheduled council meeting
• Answers questions of customers and coworker as required
• Operate computer terminal to input and retrieve data
• Operate office machines, such as: typewriter, computer (MS word knowledgeable), copier and fax machine

Required knowledge, skills, abilities, and minimum qualifications

Thorough knowledge of the laws, ordinances and other regulations pertaining to the village zoning requirements

Thorough knowledge of the rules of public meeting conduct

Skilled in accurately compiling and evaluating data and information, and preparing clear and accurate reports

Knowledge of business English

Ability to effectively communicate and exercise a high degree of diplomacy

Ability to attend meetings scheduled at night or at times other than regular business hours

Ability to establish effective working relationships and use good judgment, initiative and resourcefulness when dealing with the public, elected officials, vendors and other employees

Other requirements

Possession of valid State of Michigan driver’s license and a satisfactory motor vehicle record

Must own or have access to his/her own vehicle

Must be familiar with the area of the Village of Nashville

Attend monthly Zoning Board of Appeals meetings (third Thursday of each month)

While performing the duties of this job the employee is regularly required to communicate with other employees and the public. Some mobility for onsite evaluation, within the office and the ability to operate office equipment is required.

The employee must be able to use specific vision abilities required by this job include close vision and the ability to adjust focus.

Preferred education and/or experience

The employee must have at least a High School diploma

Two – Three years experience in county, township, or village planning/zoning issues

While performing the duties of this job the employee sits or stands in an office. Employee must also be able to physically visit property, buildings and building sites. The noise level in the work environment is usually quiet.

This position is a salaried position with no paid overtime and no cola.
The pay for this position is $2,000 per year with any increases only by council approval.
