VILLAGE TREASURER JOB DESCRIPTION

Village Treasurer
2 year Appointed Position
Salaried Status (Annual pay set by Village Council)

Duties as presented in the 1998 General Law Village Charter.
Treasurer; duties (MCL 64.9)

1. Have the custody of all money, bonds other than official bonds filed with the clerk under chapter II, mortgages, notes, leases, and evidences of value belonging to the village.

2. Received all money belonging to, and receivable by the corporation.

3. Keep an account of all receipts and expenditures.

4. Collect and keep an account of all taxes, and money appropriated, raised, or received for each fund of the village, and keep a separate account of each fund.

5. Pay check disbursement authorizations out of the particular fund raised for the purpose for which the disbursement was authorized.

6. Perform duties prescribed by this act relating to assessing property and levying taxes.

Treasurer; reports; contents. (MCL 64.10)

The treasurer shall report to the clerk on the first Monday of every month, if required, the amounts received and credited to each fund, on what account received, the amounts paid out from each fund during the preceding month, and the amount of money remaining in each fund on the day of the report. The treasurer shall also exhibit to the council annually within 45 days after the end of the fiscal year, and as often and for such period as the council shall require, a full and detailed account of the receipts and disbursements of the treasury since the date of the treasurer’s last annual report, classifying them by the funds to which the receipts are credited and out of which the disbursements are made, and the balance remaining in each fund.

Treasurer; vouchers (MCL 64.11)
The treasurer shall take vouchers for all money paid from the treasury, showing the amount and fund from which payment was made. Upon settlement of the vouchers with the proper officers of the village, the treasurer shall file the vouchers with the clerk.

Treasurer; disposition of money; private use prohibited (MCL 62.12)
The treasurer shall keep all village money in depository accounts authorized by law. The treasurer shall not use, either directly or indirectly, the village money, warrants, or evidences of dept for his or her own use or benefit, or that of any other person. On proof of the violation, the village council shall declare the office vacant and appoint a successor for the remainder of the term.

Functions subject to ordinance (MCL 64.12a)
The functions of the village treasurer are subject to an ordinance adopted under section 8 of chapter V. (Village Manager)

Additional duties of the Treasurer of the Village of Nashville (appointed position, salaried status)
• Gather special assessment information to be placed on the taxes and give to the council for approval (unpaid water/sewer bills, unpaid sidewalk payment, other)
• After getting approval from the council to attach the special to the taxes, give all information to the Township supervisor to be added to taxes
• Sort and mail all taxes by July 1
• Receive all taxes payable to the village during the required times
(by being available to the public at least 1 day per week during the month of July)
• Balance and deposit all taxes received
• Enter tax payments into the Township computer system
• Turn over village tax records to the county on or after October 1
• Wright all checks needed to pay bills (as needed)
• Wright all checks needed to process payroll (done weekly)
• Keep records of all check books (deposits, payments, interest income)
• Keep records of all bonds, CD’s, other investments
• Make complete financial reports to council as requested
• Operate computer terminal to input and retrieve data
• Operate office machines, such as: typewriter, computer, calculator, adding machine, photocopier and fax machine
• Perform duties requested by the village president or council

Required knowledge, skills, abilities, and minimum qualifications
Thorough knowledge of the laws, ordinances and other regulations pertaining to records management.

Thorough knowledge of village services, organizational structure and general operation

Skilled in accurately compiling and evaluating data and information, and preparing clear and accurate reports

Skilled in maintaining complex record keeping and document retention systems

Knowledge of business English and math

Ability to establish effective working relationships and use good judgment, initiative and resourcefulness when dealing with the public, elected officials, vendors and other employees

Other requirements
Must be able to manage multiple items at the same time; prioritize tasks; and meet recurring and period time constraints; must be able to maintain confidentiality

Must be bondable by a surety company

Certification as a notary public must be obtained after appointment to this position

Preferred education and/or experience
Associate degree in business, accounting or related field from an accredited college or university

Two years of experience in municipal government and/or accounting

Any equivalent combination of education and experience is acceptable

This position is a salaried position hours required are at treasurer’s own convenience except when processing village bills, payroll, or taxes which must be done at specified times of the week/month/year. No overtime compensation is paid for this position.
