POLICE CHIEF/ACTING POLICE CHIEF JOB DESCRIPTION

Police Chief/Acting Police Chief
Hourly pay set by council (per four year pay schedule)
overtime pay allowed
Supervisor – Police Committee

In the absence of a Police Chief an Acting Police Chief will be appointed by the Council and shall assume the duties of Police Chief as herein described.

Performs all such duties as may be required by the council for the good government of the Village and for the preservation of quiet and good order in the Village.

SUPERVISOR RESPONSIBILITIES
Directly supervises all employees in the police department, including ride-a-longs, reserves, and interns – Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws – Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing employee; addressing complaints and resolving problems

ESSENTIAL DUTIES AND RESPONSIBILITIES
Include the following, other duties may be assigned

The Police Chief shall be on duty 40 hours per week

The Police Chief shall be on call when no other officer is on duty

On days off or times out of the village the Police Chief shall arrange for another police officer to be on duty, if possible – the police committee chairman should be aware of who is scheduled to work on all shifts

The Police Chief shall have a physical examination and file it with the Village Clerk

The Police Chief shall be responsible for any and all reports to be filled with the County or the State

The Police Chief will help formulate the annual budget requests for the police department and administer the budget as approved by the village council

The Police Chief shall attend the first council meeting of each month to discuss with the council programs for the force, problems and any grievances, and to generally inform the council of the police force

The Police Chief shall prepare and keep a work schedule for the full and part time officers

The Police Chief shall be responsible for all supplies, and shall have a check out and return system for all department supplies used by employees (definition of supplies: guns, ammunition, safety vests, uniforms, badges, etc)

An inventory of all police supplies shall be kept up to date – and inventory of police supplies shall be filed with the Village Clerk

In the absence of a Sergeant/Corporal, performs said duties as needed

Performs the duties of a Patrol Officer

QUALIFICATION REQUIREMENTS

EDUCATION AND/OR EXPERIENCE
Associate’s degree or equivalent from two-year college or technical school (may be waived with adequate experience) - must pass the Michigan Law Enforcement Officers Training Council testing for reading/writing and physical skills – must have five years law enforcement experience and/or related experience – Must be M.L.E.O.T.C. certified or certifiable – Valid Michigan driver’s license – computer knowledge – administrative experience, skills, or training preferred

GENERAL KNOWLEDGE OF
Current management and supervisory principles - The Department policies, procedures and practices – Liaison and cooperative arrangements that exist between the Department and other agencies for coordination of law enforcement efforts – Applicable Federal, State and Local laws and the limitations on police authority to protect the safety and rights of citizens – Principals, practices and procedures of criminal detection and investigation to thoroughly follow up on complaints

LANGUAGE SKILLS
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals - Ability to write routine reports and correspondence - Ability to speak effectively before groups of customers or employees of organization – Ability to give and/or follow written and oral instructions in routine and emergency situations

MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals - Ability to compute rate, ratio, and percent and to draw and interpret bar graphs

REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists – Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form – Ability to prioritize work under changing and/or stressful situations to complete duties – Ability to maintain a calm disposition to properly gather and disseminate information for the benefit of the public and the department – Ability to work as a team member

CERTIFICATES, LICENSES, REGISTRATIONS
Current Michigan driver’s license – and all valid certificates outlined by MCEOTC to be a certified officer

OTHER SKILLS AND ABILITIES
Ability to handle any situation that they come upon and/or they are brought into – Ability to take commands and display leadership – Ability to delegate responsibilities and follow up to assure that tasks are properly completed - Ability to listen and relay accurate information; both written and orally – To work with the public and others effectively; under sometimes stressful situations – Skilled in the techniques of fingerprinting, photography and processing evidence to process criminal suspects and safeguard evidence – Able to use police vehicles, communications, equipment and firearms to process criminal suspects and safeguard evidence
