Planning Commission Minutes
Tuesday March 4, 2008 at 7:05 PM

ROLL CALL Members in attendance: Jim Dunham as new member, Orvin Moore, Ron Ohler, Ron Bracy and Melissa Strotheide. Absent were Patti Branham and Ben Page although P. Branham came in late and left within a couple of minutes for family reasons. Ben Page was in Florida.

MINUTES FROM PREVIOUS MEETINGS There was a misspelling of officer Shapley’s name and that was corrected. Motion by Orvin Moore to accept the minutes with changes with second by Ron Ohler and unanimous approval of members in attendance.

COMMUNICATIONS Pens memo with some discussion, DEQ letter on Floodplain training was reviewed. Information on a meeting for renewable energy was reviewed.

NEW BUSINESS

D.D.A. information for review to include info about what he might have learned in Washington. Presented by Orvin Moore DDA information was again discussed with limitations and what it would mean for the village and ideas about the area considered for the district.
DDA must work with the village Council and have the DDA goals, mission statement and by-laws approved by the Village Council. They will be governed by the policies and procedures agreed upon by the DDA and Village Council. There will be a Grant Policy formulated by the DDA and approved by Village Council.

Info on update of Main Street. What can Planning Commission do to assist? No further discussion at this time. This relates to the proposed work to be done by MDOT to grind and resurface Main Street. This is proposed for 2009. DPW has not seen plans for this work.

OLD BUSINESS

Skate Park Update and plans as currently developed. There are several different sites placement of the considered skate park. The Skate Park Committee was given an application for Site Plan Review. The charge for the application was waived under authority of Mr. Bracy and a hearing will be required. The Skate Park is a proposed community activity for youth and the fee was waived based on that reason. The Skate Park Committee has not turned in the application and Officer Shapley is encouraging the youths to do much of the development work toward the plan.

Information from Events Committee about plans that could affect activities of the Planning Commission. Cancelled

Proposed Fence Changes for portion of Zoning Ordinance (Review, P.K. Branhham) Held over for possible action at future meeting.

Paving for Parking Areas in business areas (Cancelled for now to be considered as part of Future Zoning Ordinance)

Proposed changes to Parking Reg’s of Zoning Ordinance (Cancelled for now to be considered in future Zoning Ordinance)

Consider ordinance change for Temporary Special Use for Handicap Ramp (Review) Ron Ohler? (No action at this time)

INPUT As a part of the meeting, the Planning Commission discussed some hopes for a new ordinance and started discussion which is planned to continue over the next few months in preparation for working with the contracting company on a new zoning ordinance. Some ideas included:
Reality based zoning taking into consideration the existing lots and uses.
Deal with some problems of Non Conformance.
Consider setbacks as more controlling than lot size or house size.
Consider the idea of minimum core width when regarding lot size, setbacks and house size.
Provide a requirement that homeowners provide for places to park vehicles and that the village is not required to provide a place for the homeowner to park their vehicles.
House minimum size and maximum size?
