MINUTES OF NASHVILLE VILLAGE COUNCIL MEETING

HELD NOVEMBER 8, 2007

Nashville Village Council Regular session was called to order by President Dunham on November 8, 2007 at 7:00 p.m. in the council chambers.

PLEDGE OF ALLEGIANCE

ROLL CALL
Present: Mike Kenyon, Mary Coll, Richard Harwood, Wayne Moore, Frank Dunham, and James Dunham (7:15).

Absent: Jack Holden.

AGENDA / MINUTES
Motion by Kenyon seconded by Coll to approve the agenda as presented. Ayes – Coll, Harwood, Kenyon, Moore, F Dunham. Nays – none. Absent – J Dunham, Holden. Motion passed.

Motion by Kenyon seconded by Coll to accept the minutes of the previous Regular meeting held October 25, 2007 as presented. Ayes –Harwood, Kenyon, Moore, Coll, F. Dunham. Nays – none. Absent – J Dunham, Holden. Motion passed.

COMMUNICATIONS
Barry County Parks and Recreation minutes; Maple Valley Pharmacy letter.

BILLS
The attached list of bills totaling $55,888.63 were presented and Motion by Kenyon seconded by Coll to allow the November bills as listed to be paid and have orders drawn on the treasurer for the same. Ayes – Harwood, Kenyon, Moore, Coll, F Dunham. Nays – none. Absent – J Dunham, Holden. Motion passed.

DEPT. REPORTS – DPW, Police and Clerk reports for October were presented.

PUBLIC QUESTIONS - none

WILCOX FENCE – RECONSIDER PAST MOTION
At the previous meeting the following motion was made: Motion by Kenyon seconded by Coll to allow the Wilcox’s to keep the fence within the right-of-way of the village on Washington Street at their residence at 725 Washington. Ayes – Kenyon, Moore, Coll, J Dunham, Harwood, Holden. Nays – F Dunham. Absent – none. Motion passed.

Discussion on reconsideration of motion and the rescinding of that motion. No action taken.

ZONING BOARD RESIGNATION
Received from Mary Coll
Motion by Kenyon seconded by J Dunham to accept the resignation of Mary Coll from the Zoning Board. Ayes –Kenyon, Moore, Coll, J Dunham, Harwood, F Dunham. Nays – none. Absent –Holden. Motion passed.

PLANNING COMMISSION APPLICATION
Received from Patricia Branham
Motion by Coll seconded by Kenyon to appoint Patricia Branham to the Planning Commission. Ayes –Moore, Coll, J Dunham, Harwood, Kenyon, F Dunham. Nays – none. Absent –Holden. Motion passed.

CENTRAL DISPATCH PLAN REVIEW COMMITTEE APPOINTEE
Motion by Kenyon seconded by Moore to appoint Chief Jerry Schray to be the Central Dispatch Plan Review committee representative for the Village of Nashville with Frank Dunham being the alternate. Ayes –J Dunham, Harwood, Kenyon, Moore, Coll, F Dunham. Nays – none. Absent –Holden. Motion passed.

Motion by J Dunham seconded by Harwood to approve the purchase of a Ford F-250 Regular Cab 4x4 from Candy Ford for the amount of $24,478 (plus title). Ayes –Harwood, Kenyon, Moore, Coll, J Dunham, F Dunham. Nays – none. Absent –Holden. Motion passed.

COMMITTEE REPORTS
DPW – Minutes of the committee meeting will be in your boxes. Christmas lights have been donated by the Harvest Festival Committee (Dawn Mead) – place thank you in the paper. Discussion on walnut trees to be removed. Send letter to Susan Aiken denying her the right to cut down the trees that are in the village right-of-way, village will take care of removal of these trees. Found a problem with the Dollar General sewer hookup to the sewer main – apparently they are not hooked to the main at all. Advised Mr. Beebe that he needed to prove that the building is hooked to the main and if not it needs to be hooked in properly as soon as possible. Fleis and Vandenbrink is still looking for pin placements notes to verify that the pins were placed by the engineers.
Kenyon – all department head reviews have been completed and all were outstanding.

ROUNDTABLE
Moore/J Dunham – will be attending elected officials training soon (January)
F Dunham – store front restoration grants will be available in February – need to know how many businesses would be interested before the village can apply for this grant. (need 3-4 in a row)

Motion by Kenyon seconded by J Dunham to adjourn at 8:30 pm. All ayes. Motion carried
