COUNCIL MEETING JANUARY 26, 2012

Nashville Village Council Regular session was called to order by President Frank Dunham on January 26, 2012 at 7:00 p.m. in the council chambers.

 

Pledge of Allegiance

 

Roll Call

Present were: Mary Coll, Terry Zoerman, Richard Harwood, Rod Scramlin, Mike Kenyon, and Frank Dunham.

Absent: Johnny Hartwell

 

Agenda

Motion Kenyon seconded by Harwood to accept the agenda as presented.  Ayes – Coll, Scramlin, Harwood, Zoerman, Kenyon, and Dunham.  Nays – none.  Absent – Hartwell. Motion approved.

 

Public Hearing – none

 

Minutes

Motion by Coll seconded by Scramlin to approve the minutes of the previous Regular meeting held January 12, 2012 as presented.  Ayes – Scramlin, Harwood, Zoerman, Kenyon, Coll, and Dunham.  Nays – none.  Absent – Hartwell. Motion approved.

 

Communications

Barry County Telephone will be contacting the village to present a proposal for a WIFI tower in the village.

 

Audience Questions and Comments

Several persons in the audience voiced their concerns about the proposed Medical Marihuana Ordinance. (about 15 present for this issue)

 

Employee Policy #310 – Cell Phone Reimbursement – Revision

Policy & Ordinance Committee recommends that the part time DPW workers cell phone reimbursement be raised to $15.

 

Motion by Kenyon seconded by Coll to accept Policy #310 as revised.  Ayes – Harwood, Zoerman, Kenyon, Coll, Scramlin, and Dunham.  Nays – none.  Absent – Hartwell. Motion approved.

 

Proposed Medical Marihuana Ordinance

Due to concerns voiced by the audience, Council consensus is that the proposed Medical Marihuana Ordinance be tabled at this time and be sent back to committee and the attorney for further consideration and revision.

 

Committee Reports

Finance – met and has a budget recommendation for the council at the next meeting which is also the budget Public Hearing.

Fire – council has been given copies of the new Fire Department by-laws – please look them over as the council will need to approve them in the near future.

 

Roundtable

Kenyon – still working on a new Discharge of Firearms within the village limits ordinance.

 

Motion by Kenyon seconded by Scramlin to adjourn at 7:34 pm.  All ayes.  Motion carried

Nashville Village Council Regular session was called to order by President Dunham on January 12, 2012 at 7:00 p.m. in the council chambers.

Present: Mike Kenyon, Terry Zoerman (7:03), Richard Harwood, Mary Coll, Rod Scramlin, Johnny Hartwell, and Frank Dunham.

Absent: none

Motion by Kenyon seconded by Harwood to approve the agenda as presented. Ayes – Coll, Scramlin, Harwood, Kenyon, Hartwell, and Dunham. Nays – none. Absent – Zoerman. Motion passed.

Communications

Local VFW – is having a raffle to raise funds for a new roof – would like council members support

 

Bills

The attached list of bills totaling $69,352.50 were presented and Motion by Scramlin seconded by Kenyon to allow the January bills as listed to be paid and have orders drawn on the treasurer for the same. Ayes – Harwood, Zoerman, Kenyon, Hartwell, Coll, Scramlin, and Dunham. Nays – none. Absent – none. Motion passed.

 

department Reports – DPW, Police, and Clerk reports for December were presented.

 

Audience Questions and Comments

Rick Moore – Thornapple Trail Assoc. & Barry Co. Parks & Rec. – explained trail work that will be done in the near future – new bridge over Quaker Brook – possible grant for paving trail – arches for trail entrances are completed and ready to place (need zoning permits and ROW permits from the village)

Al Detzel (on behave of several other residents present) – voiced concerns about the lack of ordinances preventing discharge of firearms within the village limits. Specifically have concerns about a new resident on E Francis who is target practicing with high power riffles towards the main section of the village (Sherman St and north).

Counsel discussion on what can be done – Kenyon & Chief Schray will contact the village attorney on this issue about a new ordinance.

 

Quarterly Payments

Motion by Coll seconded by Kenyon to pay the Quarterly payments as follows: Fire Board - $6,750 & Transfer Recycle Board - $1,250. Ayes – Zoerman, Kenyon, Hartwell, Coll, Scramlin, Harwood, and Dunham. Nays – none. Absent – none. Motion passed.

 

 

 

Contingency Fund Transfer

Motion by Kenyon seconded by Scramlin to authorize the Village Treasurer to transfer $75,000 from the General Fund to the Contingency Fund. Ayes – Kenyon, Hartwell, Coll, Scramlin, Harwood, Zoerman, and Dunham. Nays – none. Absent – none. Motion passed.

 

Committee Reports

Finance – will hold a meeting on Wednesday January 18th at 6:30 pm to discuss the new budget

Ambulance – the Board listened to a presentation from Life about information on help with the EMS; also need to update the agreements (bylaws) for the EMS Board – will be doing in near future.

Fire – the new bylaws have been updated and the council will receive a new copy to look over soon.
