DIRECTOR OF PUBLIC WORKS JOB DESCRIPTION
Director of Public Works
Hourly pay set by council (per four year pay schedule)
overtime pay allowed
Directs and coordinates the operations of the Department of Public Works:
including the Water, Sewer, Streets, and Parks Departments, by performing the
following duties personally or through subordinate personnel.
ESSENTIAL DUTIES AND RESPONSIBILITIES
(other duties may be assigned)
Analyzes trends, such as population and industrial growth of area being served
to determine adequacy of current facilities and to project community demands for
future facilities.
Develops plans to meet and serve expanding community needs such as increasing
capacity of water storage and filtration facilities, or arranging new sources of
water supply.
Directs activities of subordinate personnel who oversee installation,
maintenance, and repair of village streets, traffic signs, sidewalks, village
buildings, facilities and parking lots, the planting and maintenance of
landscaped areas on village right of ways.
Supervise the operation of the municipal sewer and water systems including the
maintenance of pumps, water mains, hydrants and meters, sewer cleaning and
repair, and the periodic inspection of installations.
Supervise and coordinate equipment maintenance and repair activities, develop
and implement preventative maintenance programs for vehicle and mechanical
equipment, participate in decisions regarding the renovation or replacement of
equipment, and recommend specifications for new equipment.
Coordinate the design and construction of major capital improvement projects by
private contractors and supervise the inspection of such work to assure
conformance to plans and specifications.
Represent the village at important public works meetings and conferences.
Responds to any complaints on the Department or the employees of the DPW.
Help formulate annual budget requests for the public works department and
administer the budget as approved by the village council.
Advise and assist the village council on public works administration and
employee negotiations. Attend first regular council meeting of each month to
make monthly department report.
Supervise the purchase and storage of materials and supplies, maintain
departmental records and prepare related reports.
Meet all requirements of M. I O.S.H.A. (reports, safety meetings, etc)
Prepare all monthly and annual reports to Mi Department of Transportation, MI
Departments of Natural Resources, and MI Department of Public Health.
SUPERVISORY RESPONSIBILITIES
Directly supervises all employees in the Department of Public Works. Employee
will carry out supervisory responsibilities in accordance with the
organization’s policies and applicable laws. Responsibilities include
interviewing, hiring, and training employees; planning, assigning, and directing
work; including “on call” status on weekends and holidays appraising
performance; rewarding and disciplining employees; addressing complaints and
resolving problems.
QUALIFICATION REQUIREMENTS

EDUCATION AND/OR EXPERIENCE
Associate’s degree or equivalent from two (2) years collage or technical school;
or five (5) years related experience and/or training; or equivalent combination
of education and experience, with at least two (2) years in a supervisory
position.
LANGUAGE SKILLS
Ability to read, analyze, and interpret common scientific and technical
journals, financial reports, and legal documents. Ability to respond to common
inquiries or complaints from customers, regulatory agencies, or members of the
business community. Ability to write speeches and articles for publication that
conform to prescribed style and format. Ability to effectively present
information to top management, public groups, and/or boards of directors.
MATHEMATICAL SKILLS
Ability to work with mathematical concepts such as probability and statistical
inference, and fundamentals of plane and solid geometry and trigonometry.
Ability to apply concepts such as fractions, percentages, ratios, and
proportions to practical situations.
REASONING ABILITY
Ability to define problems, collect data, establish facts, and draw valid
conclusions. Ability to interpret an extensive variety of technical instructions
in mathematical or diagram form and deal with several abstract and concrete
variables.
CERTIFICATES, LICENSES, REGISTRATIONS
The Director of Public Works needs the following licenses: A current, valid
Michigan driver’s license with a CDL-B with air brakes endorsement, Michigan
Department of Environmental Quality License for Wastewater Treatment Plant
Operator (D), Michigan Department of Environmental Quality License for
Waterworks System Operator (S-3 and D-3)

While performing the duties of this job, the employee regularly works in outside
weather conditions. The employee occasionally works near moving mechanical parts
and in high, precarious places in confined space areas, and is occasionally
exposed to wet and/or humid conditions, fumes or airborne particles, toxic or
caustic chemicals, risk of electrical shock, and vibration. At times the
employee may have to work in extremely cold weather (i.e., water main repairs,
snow removal etc.).
The noise lever in the work environment is usually loud.
