MINUTES OF NASHVILLE VILLAGE COUNCIL MEETING

HELD July 10, 2008

Nashville Village Council Regular session was called to order by President Dunham on July 10, 2008 at 7:00 p.m. in the council chambers.        

 

PLEDGE OF ALLEGIANCE

 

ROLL CALL

Present: Mike Kenyon, Jack Holden, Wayne Moore, Mary Coll, Frank Dunham, James Dunham, and Richard Harwood

 

Absent: none

 

Agenda

Addition – volunteer names for approval James Dunham, Doug Yager, Jake Goodner

Change – Street Bids to Kellogg St Discussion

 

Motion by Kenyon seconded by Holden to approve the agenda as amended. Ayes – Coll, J Dunham, Harwood, Holden, Kenyon, Moore, F Dunham.  Nays – none. Absent – none. Motion passed.

 

PUBLIC HEARING – DDA INTEREST

Ron Bracy – time to move forward

Orvin Moore – Business owners make all the decisions; Funding – future increases in taxes from consumer price index only and only from the defined district – no raise in taxes for anyone

Jerry Reese – read complaints and comments he gathered from business owners over the last few weeks – concerns on both sides (for and against are about equal)

Captured revenue would be approximately $2,500 to $3,000 per year

Village cannot give money to the DDA fund – they are responsible for the ordinance and fees attached to its formation (public hearing/lawyer fees)

Jerry Sarver – should visit Hastings to find out what works and what doesn’t

Don Racey – if we sit still we die. Business owners need to step up and work together – please consider forming the DDA

Steve Wheeler – village should pick a project and raise money by special assessment district and find out what people think – will they support this? Will not work. DDA will take money away from already strapped governmental entities.

J Dunham – use resources that we have such as the volunteer group

Ron Bracy – should do something now to work for the future

Rose Heaton – I have seen other DDA’s work wonders in communities. They bring communities together, give incentive to improve property and ends up increasing the DDA income in the process. Improvements will also increase village tax income due to improvements to residential property.

Mike Kenyon – still on the fence on this issue. Have heard comments from some business owners that they have been offended by comments made about the current state of Main St.

 

General info – The business owners would nominate the authority members and give the names to the Village President. DDA chair is then appointed by the member of the authority after they are appointed by the Village President. Funds would be used for: i.e. landscaping, building repairs. Should help whole district become a destination. Can be dissolved if it doesn’t work out. There are many things still to be worked out – must be business driven.

 

Motion by Kenyon supported by Holden to close the public hearing at 7:50. Ayes – J Dunham, Harwood. Holden, Kenyon, Moore, Coll, F Dunham.  Nays – none. Absent – none. Motion passed.

 

MINUTES

Motion by Coll seconded by J Dunham to accept the minutes of the previous Regular meeting held June 26, 2008 as presented. Ayes – Harwood, Holden, Kenyon, Moore, Coll, J Dunham, F Dunham.  Nays – none. Absent – none. Motion passed.

 

Communications - none

 

BILLS

The attached list of bills totaling $46,518.21 were presented and Motion by Kenyon seconded by Holden to allow the July bills as listed to be paid and have orders drawn on the treasurer for the same. Ayes – Harwood, Holden, Kenyon, Moore, Coll, J Dunham, F Dunham.  Nays – none. Absent – none. Motion passed.

 

Dept. Reports – DPW, Police and Clerk reports for June were presented. Zoning Administrator quarterly report was presented. Asked that an ad be placed concerning the zoning regulation about 3 adult animals per lot within the village limits.

 

Public Questions

Jerry Sarver – running for Barry Co Sheriff

Question – on adult animals – what type of animals does this cover.

 

KELLOGG STREET DISCUSSION

Coll concerned that Kellogg Street should not be repaired until the water drainage problem be solved. This would be a waste of money and time at this point. Water drainage problem is not the village’s fault; the water is coming off the golf course and needs to be addressed somehow. Darrell will contact the engineer and the drain commissioner.

Question arose about doing street repairs on the other two streets already bid out and possibly adding Francis street to the bid. New bids for Francis will be asked for and brought back to the next meeting.

 

QUARTERLY PAYMENTS

Motion by Holden seconded by Kenyon to pay the quarterly payments as requested. Fire - $6,250; Ambulance $6,250; Transfer Recycle - $1,250. Ayes – Holden, Kenyon, Moore, Coll, J Dunham, Harwood, F Dunham.  Nays – none. Absent – none. Motion passed.

 

CEMETERY VOLUNTEER

Motion by Holden seconded by Coll to approve Ben Page, Sandra Lundquist, Ron Bracy, Jake Goodner, Doug Yager, and Jim Dunham as volunteers in the cemetery and allow them to use lawn mowing equipment in the cemetery under Darrell’s supervision. A waiver form must be signed. Ayes – Kenyon, Moore, Coll, J Dunham, Harwood, Holden, F Dunham.  Nays – none. Absent – none. Motion passed.

 

Committee reports 

Dam – met on July 8th – Jim Dunham is now the chair for this committee

Police – the August meeting is being changed to August 4th due to vacation time for the Chief

Softball – will be meeting on July 14th at 6 pm with the department heads. Game has been changed to August 16th

Transfer Recycle – the firing practice range was discussed at the last meeting and everything is a go for this to be set up at the transfer recycle property

 

Public question – does anyone know about the relay for life sponsor program (August 8th) that has been held at the ambulance barn in the past. Holden will check on this.

 

Roundtable  

J Dunham – thanks to Larry Filter and other volunteer for all their work

Holden – great to see the gas savings in the police department again

 

Motion by Kenyon seconded by Holden to adjourn at 8:40 pm.  All ayes.  Motion carried
