MINUTES OF NASHVILLE VILLAGE COUNCIL MEETING

HELD MARCH 8, 2007

Nashville Village Council Regular session was called to order by President Dunham on March 8, 2007 at 7:05 p.m. in the council chambers.

Present: Frank Dunham, James Dunham, Mike Kenyon, Jack Holden and Richard Harwood and Mary Coll

Agenda / MINUTES

Add – to old business Chief Barnes’ buy out proposal

Delete – Ballot Proposal policy discussion

Motion by Kenyon seconded by J Dunham to approve the agenda as amended. Ayes – Coll, J Dunham, Harwood, Holden, Kenyon, F Dunham.  Nays – none. Absent – Shotts. Motion carried.

Motion by Holden seconded by Coll to accept the minutes of the previous Regular meeting held February 22, 2007 as presented.  Ayes – J Dunham, Harwood, Holden, Kenyon, Coll, F. Dunham. Nays – none. Absent – Shotts. Motion carried.

Communications

None

BILLS

The attached list of bills totaling $117,410.33 were presented and Motion by Kenyon seconded by J Dunham to allow the March bills as listed to be paid and have orders drawn on the treasurer for the same. Ayes - Harwood, Holden, Kenyon, Coll, J Dunham, F Dunham. Nays – none.  Absent – Shotts. Motion carried.

Dept. Reports – DPW, Police and Clerk reports for February were presented. 

Public Questions

Carroll Wolff – question on election cost; equipment repair bills – need to slow down when plowing

Harold Phillips – commends DPW on explanation of use of equipment – they are doing a great job

Linda Powers – discussion on 610 Grant property dispute – village will look up any permits filed but this is an issue for the court system not the village

Gary White – Police committee held an illegal closed session, would like permission to be included in any discussion on Chief Barnes’ buy out proposal (permission granted by Pres. Dunham); equipment fund can be used for general fund purposes – should not have a high balance in it if other things are needed; DPW should not be dumping snow on the fence at the landing

Mr. Fenner – need to build up the village and bring in more businesses

Owner of 610 Grant asked for a parking pass to allow her to park on the street during bad weather until the dispute can be taken care of. Village council consensus to add this item under new business and vote on the permit request.

BUY OUT PROPOSAL – GARY BARNES

Discussion – committee recommends that the council 1) deny the original buy out request from Gary Barnes, 2) place Gary Barnes on indefinite layoff effective March 11, 2007 at midnight, 3) appoint Sgt Jerry Schray as Acting Chief of Police effective March 12, 2007.

Kenyon thanks Chief Barnes for his service to the village and presented him with his badge.

ZONING BOARD RESIGNATION

Motion by J Dunham seconded by Holden to accept the resignation of Ron Bracy from the Zoning Board of Appeals due to his recent appointment as the Zoning Administrator. Ayes – Harwood, Holden, Kenyon, Coll, J Dunham, F Dunham. Nays – none. Absent – Shotts. Motion carried.

TEMPORARY PARKING PASS

Motion by Holden seconded by Coll to grant a temporary parking pass to allow up to two vehicles to park on the street due to weather related problems with the driveway for 610 Grant St. to be in effect for 6 months (March 9, 2007 to September 9, 2007) Ayes – Holden, Kenyon, Coll, J Dunham, Harwood, F Dunham. Nays – none. Absent – Shotts. Motion carried.

Committee reports

Ambulance – meeting rescheduled for next Monday (3-12-07); new ambulance has arrived; Date for the Pancake Breakfast is March 24 & 25 in the fire barn.

DPW – Engineering study will be conducted on Kellogg St for the needed repairs. All equipment repairs in the bills list are much needed repairs.

Fire – discussed the new budget; meeting dates and the need for a new tanker

Police – Thanks again to Gary Barnes for his service as Police Chief. Read a resignation received from a part time police office (Tim Griffin)

Misc. – state is requiring new plates for all village vehicles by June 2007 – already ordered

Roundtable

Harwood – Thanks to Darrell for doing a great job on keeping the streets clean of snow. Thanks to Chief Barnes for his service to the village.

Holden – same as above

Kenyon – strongly suggests that Sgt Jerry Schray should be appointed as Police Chief in April appointments

Motion by Kenyon seconded by Holden to adjourn at 8:20 pm.  All ayes.  Motion carried
