MINUTES OF NASHVILLE VILLAGE COUNCIL MEETING

HELD MARCH 22, 2007

Nashville Village Council Regular session was called to order by President Dunham on March 22, 2007 at 7:00 p.m. in the council chambers.

PLEDGE OF ALLEGIANCE

ROLL CALL

Present were: Mary Coll, Mike Kenyon, Frank Dunham, James Dunham, and Richard Harwood (7:08)

Absent: Jack Holden & Justin Shotts

PUBLIC HEARING - Zoning Change Request for Rivers Way from PUD to R-1

Nick Bolhouse discussed changes – 19 lots to 4 lots

Harwood Entered 7:08 pm

Sewer reimbursement will be paid when the first lot is sold

Ron Bracy – will reduce housing density of area; no additional water sewer customers will be added as was going to happen with old project. Planning did approve the change. The road access to all 4 plots will be private. The land division is in process for the 4 lots.

Motion by Kenyon seconded by Coll to grant the zoning change request from PUD to R-1 for Rivers Way located on Reed St. Ayes – J Dunham, Coll, Kenyon, Harwood, F Dunham. Nays – none. Absent – Holden, Shotts. Motion passed.

AGENDA/MINUTES

Move Zoning Administrators wage to new business; Add letter for grant request for Kellogg St.; remove Don Graber from agenda (place on next meeting)

Motion Kenyon seconded by Coll to accept the agenda for March 22, 2007 as amended.  Ayes - Coll, J Dunham, Harwood, Kenyon, F Dunham. Nays – none.  Absent – Holden, Shotts.  Motion passed.

Motion by J Dunham seconded by Kenyon to approve the minutes of the Regular Meeting held March 8, 2007 as presented.  Ayes -J Dunham, Harwood, Holden, Kenyon, Coll, F Dunham. Nays – none  Absent – Holden, Shotts. Motion passed.

Discussion – all revision due to budget changes

Motion by Kenyon seconded by Coll to accept revised Employee Policy #310 – Cell Phone Reimbursement as presented. Ayes – Kenyon, Coll, J Dunham, Harwood, F Dunham. Nays – none. Absent – Holden, Shotts. Motion passed.

Motion by J Dunham seconded by Kenyon to accept revised Employee Policy #316 Insurance Opt Out Option as presented. Ayes - Kenyon, Coll, J Dunham, Harwood, F Dunham. Nays – none. Absent – Holden, Shotts. Motion passed.

Motion by Kenyon seconded by Coll to accept revised Employee Policy #314 Employee Training Reimbursement as presented. Ayes- Coll, J Dunham, Harwood, Kenyon, F Dunham. Nays – none. Absent – Holden, Shotts. Motion passed.

Motion by Kenyon seconded by Coll to accept Ordinance #3-22-07-A (Water Rates revised – Hydrant Rental change) as presented. Ayes – Coll, J Dunham, Harwood, Kenyon, F Dunham. Nays – none. Absent – Holden, Shotts. Motion passed.

Motion by Kenyon seconded by Coll to accept Ordinance #3-22-07-B President/Trustee Pay as presented. Ayes – Harwood, Kenyon, Coll, J Dunham, F Dunham. Nays – none. Absent – Holden, Shotts. Motion passed.

COMMITTEES/BOARDS/APPOINTMENTS

Discussion – President Dunham would like to keep all appointment the same as last year – Jerry Schray would be appointed as Acting Police Chief until his three month review and then placed on permanent status.

Motion by Kenyon seconded by J Dunham to accept all appointments as presented by President Dunham. Ayes – Kenyon, Coll, J Dunham, Harwood, F Dunham. Nays – none. Absent – Holden, Shotts. Motion passed.

BALLOT PROPOSAL PROCEDURES

Motion by J Dunham seconded by Kenyon to send this to the policy / ordinance committee for recommendation – bring back to April 26, 2007 meeting. Ayes. Kenyon, Coll, J Dunham, Harwood, F Dunham. Nays – none. Absent – Holden, Shotts. Motion passed.

KELLOGG STREET GRANT REQUEST LETTER

Motion by Coll seconded by Kenyon to authorize President Dunham to sign and send in the letter requesting grant money for Kellogg Street project. Ayes – Coll, J Dunham, Harwood, Kenyon, F Dunham. Nays – none. Absent – Holden, Shotts. Motion passed.

ZONING ADMINISTRATOR PAY

Discussion – pay per zoning request would not be enough pay to keep a full time zoning administrator. Policy committee recommends reinstating $2,000 annual pay for the zoning administrator.

Motion by J Dunham seconded by Coll to reinstate the zoning administrators pay to the original wage of $2,000 per year. Ayes – Coll, J Dunham, Harwood, Kenyon, F Dunham. Nays – none. Absent – Holden, Shotts. Motion passed.

COMMITTEE REPORTS

Police will meet on April 5, 2007 at 7:00 pm

ROUNDTABLE

J Dunham – attended MML seminar on Open Meetings Act and Parliamentary procedures – found it very informational

F Dunham – 2007 Regional education seminar to be held on May 4, 2007; Pancake breakfast is this Saturday and Sunday.

Motion by Kenyon seconded by J Dunham to adjourn at 7:40 pm.  All ayes.  Motion carried
