MINUTES OF NASHVILLE VILLAGE COUNCIL MEETING

HELD OCTOBER 25, 2007

Nashville Village Council Regular session was called to order by President Pro Tem Mike Kenyon on October 25, 2007 at 7:00 p.m. in the council chambers.

PLEDGE OF ALLEGIANCE

ROLL CALL
Present were: Mary Coll, Richard Harwood, Mike Kenyon, Wayne Moore, and James Dunham
Absent: Jack Holden, and Frank Dunham

AGENDA
Add – revisit motion to approve Betty and Kendall Wilcox’s fence request

Motion Coll seconded by Harwood to accept the agenda for October 25, 2007 as amended. Ayes – Coll, J Dunham, Harwood, Kenyon, and Moore. Nays – none. Absent –Holden, and F Dunham. Motion approved.

MINUTES
Motion by Coll seconded by J Dunham to approve the minutes of the Special Meeting held October 24, 2007 as presented. Ayes – J Dunham, Harwood, Kenyon, Moore, and Coll. Nays – none. Absent –Holden, and F Dunham. Motion approved.

COMMUNICATIONS - none

PUBLIC RECOGNITION
Chief Schray presented an appreciation award to Officer Joel Fleis and Officer Aaron Staines.

AUDIENCE QUESTIONS - none

CEMETERY ORDINANCE REVISION
Policy & Ordinance committee recommends approval of the cemetery ordinance revision.

Motion by J Dunham seconded by Coll to adopt the revised Cemetery Ordinance as presented. Ayes – Kenyon, Moore, Coll, J Dunham, Harwood. Nays – none. Absent –Holden, and F Dunham. Motion approved.

WILCOX FENCE REQUEST
J Dunham asked to revisit the council previous action concerning the approval to allow the Wilcox’s to keep a fence on the village right of way. (see below)

Previous motion made at the meeting held 10-11-07 – “Motion by Kenyon seconded by Coll to allow the Wilcox’s to keep the fence within the right-of-way of the village on Washington Street at their residence at 725 Washington. Ayes – Kenyon, Moore, Coll, J Dunham, Harwood, Holden. Nays – F Dunham. Absent – none. Motion passed.”

Question arose as to who could make the motion to rescind the previous motion. The thought was that the person who made the original must make the motion to rescind. Mike Kenyon was not willing to make that motion. Clerk will look into the clarification of the rules on this for the next meeting. Rescind request is to be tabled.

Motion by J Dunham seconded by Coll to table rescinding the motion made on October 11, 2007 concerning the Wilcox fence issue until the next regular meeting on November 8, 2007. Ayes - Kenyon, Moore, Coll, J Dunham, Harwood. Nays – none. Absent – Holden, F Dunham. Motion passed.

QUARTERLY PAYMENTS
Motion by Coll seconded by J Dunham to pay the quarterly payments as follows: Fire - $6,250, Ambulance - $4,750, Transfer Recycle, $1,250. Ayes - Moore, Coll, J Dunham, Harwood, Kenyon. Nays – none. Absent – Holden, F Dunham. Motion passed.

2007-2008 BUDGET AMENDMENTS
Motion by J Dunham seconded by Coll to approve the 2007-2008 budget amendments as presented. Ayes - Coll, J Dunham, Harwood, Kenyon, Moore. Nays – none. Absent – Holden, F Dunham. Motion passed.

COMMITTEE REPORTS
Finance – committee had a roundtable on 10-24-07 which included all department heads to discuss ideas for the upcoming budget. They had a very good discussion. (will finance be looking at bids for the employee insurance – committee will discuss and let the council know – current insurance information raises will not be known until at least December)
Police – will meet next Thursday 11-1-07 at 7 pm.
Policy & Ordinance – discussed inspection of outdoor burning furnaces – need to place a date in the ordinance; fire safety ordinance – smoke detector inspection either needs to be changed to be done by the fire department or the police department need to have training on this subject.
DPW – will meet on Wednesday 11-7-07 at 7 pm
Employee reviews – Clerks done on 10-24-07; Darrell’s and Jerry’s will be done at their next committee meetings.

PUBLIC COMMENTS
Anthony Strotheide – listed out some needs/suggesting that he and some friends would like to see in the Putnam Park – Tree house / Children’s gardens / Train / Maze / Drinking fountain – Parks committee will take these ideas under advertisement.

ROUNDTABLE – included in committee reports as all information was committee related

Motion by J Dunham seconded by Coll to adjourn at 7:45 pm. All ayes. Motion carried
